A. What is the CEP?

The "Certificat d'Etudes Politiques" (Certificate in Political Studies) is a diploma awarded on completion of a full year's study at Sciences Po Toulouse, on the basis of obtaining 60 ECTS (European Credit Transfer System). It is open to application from international students and provides official recognition of enrolment here.
This Certificate offers a multidisciplinary programme in the field of Social Sciences. Students will acquire working methods: bibliographic research, oral presentations or how to take notes properly amongst others. These methods will be combined with the study of questions of general interest, particularly about contemporary economic, political or social issues. This program is specially adapted to foreign students who would like to familiarise themselves with political sciences in a one-year-stay at a French University.
Timetables are made available to those enrolled at the start of the new academic year.  Due to timetable constraints, it may happen that two lectures chosen by the student be scheduled at the same time. In the event of this arising, the student will be asked to choose. However, we do make every effort to provide all classes for this certificate.

B.    Admission requirements:
  • Diploma providing official recognition of secondary education
  • A minimum of one year in higher education.
  • Sufficient language skills in French to follow lectures. Non-exchange students will have to justify their level in French (DELF or TCF).

C.    Study Plan
The CEP is a tailor-made course available to foreign students that combines both specific and IEP classic methods of teaching.
Students are able to enrol as they wish in any lecture provided by the IEP. However, classes in years 4 and 5 may be restricted with only limited access due to insufficient language skills in French or to keep numbers to a manageable size.
International students will be awarded the CEP on gaining a total of 60 ECTS with a final grade of at least 10/20.
Grades attributed are the same as in the Diploma (10/20 = pass mark or passing grade (C), 12/20 = lower second class honours (grade B), 14/20 = upper second class honours or cum laude, 16/20 = first class honours or magna cum laude.

  • 1st semester:
    • Specific teaching: 8 ECTS (compulsory to be awarded the CEP - optional for students who do not wish to obtain the award of the CEP or those studying in Sciences Po Toulouse for only one semester) -
      • Introductory French training course: 20 hrs - 3 ECTS
      • French classes: 30 hrs - 5 ECTS
      • French Culture and Civilization: 30 hrs - 5 ECTS

    • Classes and Lectures may be chosen from those available in the Diploma among the following:
      • 1st year
      • 2nd year
      • 4th year     
      • 5th year
        30-hour courses = 5 ECTS, seminars = 5 ECTS (restricted intake of 5 students in the seminars), 20 or 24-hour courses = 4 ECTS
         
    • Foreign language (= 3 ECTS) other than French
      Timetables are made available at the start of the new academic year. Due to timetable constraints, it may happen that two classes chosen by the student be scheduled at the same time. In the event of this arising, the student will be asked to choose. However, we do make every effort to provide all classes for this certificate.
         
     
  • 2nd semester:

  D.    How to enrol on the CEP?
2011-2012 application forms

  • ERASMUS/ exchange-student form
  • Non-exchange student application
After printing and completing the form it should be sent to the specified address along with all the required documents. The deadline for application must be met.

E.    Admission and enrolment

        
  1. EXCHANGE-STUDENTS (Erasmus, CREPUQ, other)      
  2.    
          
    •  Admission
      In agreement with the international partnerships signed between foreign establishments of higher education and the IEP, the overseas partner university shall send the application forms of those students that they have selected. Every student will then receive a letter of admission in accordance with the agreement between the partner universities.
      For those students whose application is accepted but who are not nationals of member states of the European Union, the letter of admission and the other documents required by the French Consular Service should be provided to obtain a VISA.
    •     
    • Registration
      Upon arrival at the IEP the CEP office will provide the enrolling student with a registration form. Registration takes place at the IEP and will provide the student with a Student-Union card and Student ID number.
    •     
    • Registration fees = registration at the IEP + student Social Insurance
       (The same applies even for those students visiting for only one semester).
      The IEP registration fee amounts to approximately 15 € (exact amount known in September 2011).
      Student Social Insurance is approximately 200 € (exact amount known in September 20011).
      European students who hold a "European Health Insurance Card" or an E111, E128 or E109 form will not have to pay for the student Social Insurance.
      Students whose home country is not a member of the European Union or of the European Economic Area (Norway, Liechtenstein and Iceland) have to obtain medical insurance in France, even if they already have insurance in their home country. Those students will then have to pay the student Social Insurance (about 200 €).
      Registration fees will have to be paid at the same time as registration, by cheque or money-order only (cash cannot be accepted). It is for this reason that it is of the utmost importance that a bank account is opened in France upon arrival.

    • Resident permit
      A French resident permit is compulsory for those students who do not come from member states of the EU or the European Economic Area.
      The CEP office will tell you how to apply for one.
    •     
    • Course registration
      You will be able to meet a Programme Director and Pedagogical Supervisor who will help you choose your courses. The CEP office will provide a course registration form so that you can register for both courses and examinations.

  3. NON-EXCHANGE STUDENTS      
              
    • Admission
      The application forms of non-exchange students will be taken into consideration by a commission in June. Applicants will be informed of the final decision by mail at the end of June.
      For those students who are admitted and who are not nationals of member states of the European Union, the letter of admission and the other documents required by the French Consular Service should be used to obtain a VISA.
      Registration
      Upon arrival the CEP office will provide the student with a registration form. Registration takes place at the IEP and it will provide the student with a Student-Union card and Student ID number.

    • Registration fees = registration at the IEP + student social insurance
       (Equal even if the student comes for only one semester).
      IEP Registration fee stands at approximately 750 € (exact amount known in September 2011).
      Student Social Insurance amounts to approximately 200 € (exact amount known in September 2011).
