Covid-19 Coronavirus - Containment measures


Update on the Measures of Confinement in France



Further to the announcements made by the Prime Minister of the French Republic tonight (23 march 2020), Edouard Philippe, the following measures MUST be taken regarding the certificate of derogatory travel that is required when you leave your home or accommodation.

  • If you are leaving your house for health reasons, it can only be for three reasons:
  1. To consult a doctor because you believe you have the Coronavirus.
  2. To attend a medical appointment for which a doctor or medical practitioner has requested that you attend.
  3. To go to the emergency unit of a hospital.
  • If you are leaving your house to do sport:
    1. You may only do so ALONE (and not with any other person).
    2. For  no more than an hour (you MUST put the time on the form when you leave the house).
    3. You must not travel for more than ONE km around your house.
    4. You may only leave your house to practice sport ONCE per day.
  • Open-air markets may be closed throughout the country (except where it is vital to the survival of certain towns and small villages and at the request of the Mayor of the town and the agreement of the Prefect).

 

If you do not comply with these regulations, then you will be fined 135 euros the first time. 1500 euros if you are stopped and have not complied a second time and this will rise to 3750 euros and six months imprisonment if you are stopped and have not complied multiple times (4 or more).

These measures will apply as from tomorrow morning throughout the country.

The confinement measures will be extended but we have not been informed for the moment as to the length of the confinement extension.

Message on the Measures of Confinement in France

Dear Students,

I hope you are all well and getting on fine with the containment measures.

Further to the message below, it is important that you take notice of the decision tonight expressed by the Minister of the Interior, Christophe Castener that you must:

  1. Print a new form for each day and date  it the day you need to go out.
  2. Make sure that it is filled in correctly and fully and that you have proof of identity.
  3. Print a new form and tick only ONE box each time you go out (in other words, if you wish to go out you can only go out for one motive and not tick multiple boxes).
  4. You CANNOT use a digital format of the document (but you CAN copy it onto paper and write it in hand if you do not have a printer) on your phone. It MUST be in paper format and it will no longer be accepted on phones.


If you do not respect these regulations, then you WILL be fined 135 euros. That fine may increase to 375 euros in the future.


I would like to inform you that you do have the right to go out but that each time and each day you will need a new form that clearly states the single motive for leaving your accommodation. You cannot tick that you want to go running and stop of at the shops on the way home. You will need another form. You may NOT leave your accommodation for any other reason than those listed on the form and do not do so in groups. 

It is understandable that the intention is to make people think before actually leaving the house and to ask ourselves if it is really necessary to do so.

Message on the Measures of Confinement in France

Dear Students,

Last night the President of the French Republic took extraordinary measures to deal with the Covid-19. These include containment measure for at least two weeks.

As of 12 noon today, Tuesday 17th March 2020, it is no longer possible to leave one's home in France without producing a "certificate of derogatory travel".

These derogatory outings are possible in case of:

  • travelling to make essential purchases in authorized establishments (list on gouvernement.fr, including supermarkets, bakeries, pharmacies) only;
  • trips for health reasons to the doctor’s, health units or to the pharmacies;
  • travel for urgent family reasons, for assistance to vulnerable persons or childcare;
  • short journeys, close to the home, related to individual physical activity, excluding any collective sporting activity (this includes running in pairs or doing sport with another person), and to the needs of pets (walking dogs, for example is permitted).

 It must be printed out, but can be filled in by hand or digitally. It cannot be used in a digital format

It must be filled in again for each new trip (with the new date showing each time). Do not travel or leave your accommodation without it or your ID. The police are present and may stop you at any moment asking where you are going and why you are going there. You may, in the event of not adhering to this, be given a fine (38 euros at the present time, soon rising to 135 euros). The police are stopping people today informatively and will proceed with fines tomorrow if the instructions are not adhered to. If you do have to go out, you must do so in the vicinity of your district.

It was also added that any one person is recommended NOT to meet more than 5 people at the same time, outside of their immediate family or people that they live with.

Please ask us if you need help to complete the form. 

Please make sure that you do not leave your accommodation at any point if you are still in France for any other reason than those mentioned above. It is important for health and safety of everyone in order to halt the virus spreading.

Dans le contexte actuel de crise sanitaire nationale, vous n'avez pas pu rentrer chez vous et vous vous sentez anxieux et/ou isolés, l’Université Fédérale maintient les rendez-vous avec une équipe de psychologues (francophones, anglophones et hispanophones) pour une consultation gratuite via webcam jusqu'au 17 juillet 2020.

Service Interuniversitaire de Médecine Préventive et de Promotion de la Santé

Le Service Interuniversitaire de Médecine Préventive et de Promotion de la Santé (Simpps) au sein des universités a dû suspendre son fonctionnement habituel, au regard des recommandations de santé publique.
Pendant le confinement, il assure les missions suivantes:
  • Accueil médical hors Covid-19 : accueil sur rendez-vous, avec en permanence 2 médecins et 2 infirmières présentes sur le site de Rangueil. 
  • Soutien psychologique : rdv téléphonique ou par visio avec 3 psychologues mobilisées à distance 
  • Accompagnement social : en coordination avec le CROUS, et pour permettre l’attribution d’aides d’urgence par les établissements (rdv téléphonique ou par visio)
